I started to put this together for the Christmas contest using a stock model and a different idea in mind. I still might try the other idea but for now I think this works. I used 5 of my photos and two images of snow provided by Deviant Art. Thank you to Mimustock and MLStock.
No 3D rendering capability for my little laptop thus the snowglobe look was made from a Jelly Belly dispenser...mmm, Jelly Bellies... (5 years and 3271 days ago)

thanks to xx Stacey xx @ dA for the model stock, and flashtucka@dA for brushes.

my first attempt at this. there aren't too many tutorials out there to teach how to do this effect. seems they all repeat themselves. So i just mixed a few things from each of the tuts and added my own spin to them.

i do realize my model stock is one widely used, but i liked the "frozen" look to her face.

**UPDATED**
changed the icicles to form more to the face. took the ice effects off of the nose and lips as it didn't conform to what i was wanting. Might change it again yet... :P not quite satisfied still.
Thanks to Le-Rain@deviantart for the winter brushes i modified a bit. (5 years and 3319 days ago)

Great job! She definitely gives off a "frozen" vibe.

avatar CMYK46
CMYK46 says:

Interesting, but the icicles are made to different scales, and the ones beneath the eyes would curve to the proportions of the face.

avatar greymval
greymval says:

Could you make some parts of her hair looking frozen by placing highlight here and there?

author says:

my original thoughts on this contest was ice man from the marvel comics...however, i can't seem to find any tutorial that even comes close to doing what i want to do with my entries.
i have been reworking this piece a bit, and will upload the edited version as soon as i have it done..likely tomorrow morning, as i'm at work and can't do much with it here.

I did update the image...added a few things.
any other suggestions or critiques will definitely be taken in to account, as i'm still not quite sure its exactly what i was wanting. :P

You said you want her to be like Iceman ? Like this : http://xmendiaries.ibelgique.com/encyclopedie/characters/images/iceman03.jpg ?

Don't ! She's too hot for that ). I would insist on her hair. Check this: http://static.desktopnexus.com/thumbnails/149283-bigthumbnail.jpg See the contrast between the highlights & darkshines ? You could experiment with that, but it's already an awesome entry. Stacey will be proud

Sbs uploaded, I designed this at ground level using blur so the effect is clearer in hi-res ..... start at the bottom of the image and scroll up, it should appear as if you`re in the image looking up ..... hopefully :-) (5 years and 3378 days ago)

Great idea author, and fantastic execution...your made small mistake in writing,it should be wrote "public enemy"...best of luck

>erathion,........oopz,......that's silly,.........but, just consider that during the period of the so called wild west time, most people there were less uneducated, so to speak............LOLS and LOs......

avatar artgirl1935

Great textures to look antique. And, I kind of like the spelling error. As author said, probably many people didn't have a great education back then, so this might have happened. That guy really looks rough!!! GL

avatar Giulia
Giulia says:

This is a good job. I only have one observation: the edges of the hat shouldn't be maybe so evenly washed out. The text has some parts less visible, "erased", some are more pronounced and that's ok, I think it should apply to the hat too...

avatar DanLundberg

Fun idea. Text on top of the image seems anachronistic, plus it makes a key part of the message hard to read. Stencil font for the 'WANTED' also seems out of place. (That must be one bad dude to warrant such a huge reward back when a dollar was actually worth something!)

avatar jawshoewhah
