I started to put this together for the Christmas contest using a stock model and a different idea in mind. I still might try the other idea but for now I think this works. I used 5 of my photos and two images of snow provided by Deviant Art. Thank you to Mimustock and MLStock.

my first attempt at this. there aren't too many tutorials out there to teach how to do this effect. seems they all repeat themselves. So i just mixed a few things from each of the tuts and added my own spin to them.
i do realize my model stock is one widely used, but i liked the "frozen" look to her face.
**UPDATED**
changed the icicles to form more to the face. took the ice effects off of the nose and lips as it didn't conform to what i was wanting. Might change it again yet... :P not quite satisfied still.

Great job! She definitely gives off a "frozen" vibe.
Interesting, but the icicles are made to different scales, and the ones beneath the eyes would curve to the proportions of the face.
Could you make some parts of her hair looking frozen by placing highlight here and there?
my original thoughts on this contest was ice man from the marvel comics...however, i can't seem to find any tutorial that even comes close to doing what i want to do with my entries.
i have been reworking this piece a bit, and will upload the edited version as soon as i have it done..likely tomorrow morning, as i'm at work and can't do much with it here.

Great textures to look antique. And, I kind of like the spelling error. As author said, probably many people didn't have a great education back then, so this might have happened. That guy really looks rough!!! GL
This is a good job. I only have one observation: the edges of the hat shouldn't be maybe so evenly washed out. The text has some parts less visible, "erased", some are more pronounced and that's ok, I think it should apply to the hat too...
Fun idea. Text on top of the image seems anachronistic, plus it makes a key part of the message hard to read. Stencil font for the 'WANTED' also seems out of place. (That must be one bad dude to warrant such a huge reward back when a dollar was actually worth something!)
