Would love to see SBS.
The sky was painted with noise filter, brushes, and some warping. The flying saucer was made with shapes and warping with some pattern fill. Moon is a brush from here: http://getbrushes.com/space-photoshop-brushes/digea-moon-and-stars-brushes.php
The lighting effects are a combination of layer blending modes and adjustments to opacity, for the blue lights from saucer I created a shape using pen tool and then filled it with the color.

like the overall look sort of a pointillist minimalists to the sky
I'm not so fond of sci-fi, but you can turn ordinary sci-fi elements in something special that I like to see... Will the guy be abducted?... GL, author!
Those beams are not from a rescue 'copter! Great story here, author, nice atmosphere.

It's a nice effect but would have been much better if it wasn't a complete filterwork, try to stay away from filters and try to make this effect yourself.

Creative idea. Perspective issue: If we're looking up at the light, why can we see down onto the socket holding the bulb? Shadow issue: If the socket is wider than the bulb, how can the skinnier lamp post be lit? And why is the light intense on the ground but not on the even-closer buildings?
