my first attempt at this. there aren't too many tutorials out there to teach how to do this effect. seems they all repeat themselves. So i just mixed a few things from each of the tuts and added my own spin to them.
i do realize my model stock is one widely used, but i liked the "frozen" look to her face.
**UPDATED**
changed the icicles to form more to the face. took the ice effects off of the nose and lips as it didn't conform to what i was wanting. Might change it again yet... :P not quite satisfied still.

Great job! She definitely gives off a "frozen" vibe.
Interesting, but the icicles are made to different scales, and the ones beneath the eyes would curve to the proportions of the face.
Could you make some parts of her hair looking frozen by placing highlight here and there?
my original thoughts on this contest was ice man from the marvel comics...however, i can't seem to find any tutorial that even comes close to doing what i want to do with my entries.
i have been reworking this piece a bit, and will upload the edited version as soon as i have it done..likely tomorrow morning, as i'm at work and can't do much with it here.

cool work author,but if u look windmill light comes from the left,so shadow should be on the right side,also it would be nice touch if u add some rain image to fall on the girl's umbrella...any how,i like this image because is nice clean chop...best of luck

Actually the light is coming from the right, not the left. Unless you mirrored the image since erathion commented.

Your shadows are on the opposite side of the shadows on windmill; unfortunately you don't have time to fix them... But it's a nice work!

Nice overall feel on this one. I like the lighting on this, but I would've liked to see a shadow on the ground next to the rock formation on the lower left side. Good luck!

awesome and well done... You may want to crop out the dead area of black on the left side.. I know you have that great rock at the bottom but if you cropped that side out.. the story would really POP!!! (this is all IMHO... great job author and good luck)

I don't mind really the light (source) being a bit 'magical', it's a fantasy image anyways. Looks good and there is no major flaw anyways. The dog could maybe use a bit of that pointillism filter to blend it in with the guy and the background a bit better.

hehehe.. in the initial creation of this image I had a comical shark head laughing at the billboard... hehehe.. In total truth, I created this image out of frustration.. and it turned out better then I thought
