This took a lot longer than I expected and I'm sure there's some light and perspectives that are not quite correct. I am mainly just trying to score some humor points because I thought that this was the funniest law listed. Constructive criticism is always welcome but honestly I don't want to spend anymore time on this entry. I'm about sick to death of staring at sheep : )

The idea is excellent, but the execution leaves something to be desired, IMHO.
I understand and like I said in my description, I am mainly going for humor points. But hey, how often do you get to see sheep dressed like hookers?
It is quite funny! I appreciate you're going for the humor but one major problem is the shadow work behind the characters. Lose those they look unnatural and make the image look flat.
I made some changes. I changed the background. I agree with you on the shadows and decided to just go with the burn tool instead and I think it looks a lot better. I also made some adjustments in the resolutions to different parts of the cosumes and sheep because some of their clarity was different from the rest of the images. I just used the blur tool and gausian blur on some of them. Also adjsuted brightness/contrast a bit. I think it looks better.
It does look better now! Experiment next time, instead of burning the shadows (which limits any adjusting later) try making a new layer set to multiply, paint in a solid warm or cool black with a hard brush for the shadow then use gaussian blur to soften it and adjust the layer opacity to suit your image. This allows your background to show through and gives you more control.
I guess I am a little confused by your comment but I think I know what you mean. I will see what I can do but I might just leave it as-is, for there are some really good contests this week and I really want to enter as many as I can. I'm sure you see where I'm comming from.
Some shadows seem a bit dark, maybe blur them a little more as well.
