Using invert and desaturate on the duplicated image with a layer mask, masking all the b/w layer and reveal "snow" with different brushs, hardness and opacity... for the falling snow I use monochrome noise on a black layer.. gaussian blur, and the level adjustments, screen for the blend mode.. Nice "it's snowing" effect. I think it would be even better if there were some snow piling up in the corners .. but thats just my opinion. Looks good.
