I like this entry a lot author...nice imagination. I have one small suggestion that might make a big difference. Perhaps try and lighten the right side of each 'city' and slightly darken the left. This will further help validate that bright light source on the right that creates a highlight on each sphere.

added the strokes with the pen tool, outer glow, cut out the face and leg and with hue saturation made it blue. added a new layer filled it with a soft purple color, set the blending mode to color and lowered the opacity to 62, background is made with gradient tool, surfboard was made by elliptical tool (5 years and 3207 days ago)

This looks ok, you should however:
1. soften the edges of the model ( Ctrl click on layer of the girl, go to Select modify contract by 1 or 2 pxl , invert selection & blur - at least that's how I do it.)
2. Avoid that mirrored surface- cause flipping the model won't help with you reflection. We should see underneath her feet from this position, and doing that takes long & hard in photoshop - so i suggest you make a matte surface like in the source.

Now that's more like it, edges could still use some fix though, and maybe you can find some nice source for the background- something inspired from Star Wars ( but no copyright).

On calm nights, especially after a storm, the Lady in the Water would rise up from the depths. She would gather her spider silk robe and cast it into the sky. Once she had caught enough stars in it's delicate weave she would shake them loose, spreading them over the water. There the would shine and reflect the night sky. It was a sign of hope and calm waters to all those who gazed upon their beauty.

Only Source and my own photo (the lady) used (see SBS). Her Robe/Net was created from the rock and the Star brush was made by me. SBS is animated. (5 years and 3217 days ago)

First star to the right, straight on till morning...
-This is an different entry than the original because the original was really blurry.
-The starfish was used in the sky. I wanted to do a night sky with the source and did my best to manipulate the starfish in a way they'd blend naturally yet still maintain a sureal quality.
The pirate ship I credit to Konishkichen
Peter Pan is from Mithgariel-stock
The pirate flag is by Dollieflesh
and the star light is by Sed-rah. I did get written permission which is included in the animated SBS
