I believe the smudge brush suggestion was to make the lower part of the reflection match the HORIZONTAL ripples in the water...

Nice blend! Try and give the city a bit more contrast to match the contrast of the man in the water.

to me the penguin looks very much out of proportion the shadows seem wrong with so much light on the background image the penguin should be brighter
