Lovely stuff, would be nice to see a stem to the flower though
you dont need the harsh shadow behind the flower, lower the brightness of the flower to match the bg image too I think
I don't think you need to change a thing. The shadow & brightness of the flower make it stand out and feel as if it's coming alive, which fits the contest theme...good luck!

At least make it more blue to make it look like a real tattoo...
nice idea, but looks a little flat on your arm. I have multiple tattoo's on my arm and back and going from a flat image to your skin there is that gentle curve to your body that can be seen.

change the layer style of the cross to overlay and lower the opacity
The lower part of the cross seems a little bit floating ... I think maybe you can play with the layer style and opacity like RickLaMesa said. And maybe try to use the liqufy to fit the tattoo better with the skin.
This doesn't look like a tattoo, try experimenting with blend modes such as overlay or multiply.
try to get a dark green color, most tatoos are that color.

very good for a first try, but try to use distort/liquify to make the image bend around the arm... but the idea is quite nice.. good luck
DECENT EFFORT YOU NEED TO EITHER POST YOUR EXTERNAL SOURCE OR MAKE AN SBS TO INCLUDE YOUR UNCUT PHOTOGRAPH
try playing around eith the layer styles, something like overlay should work well, also listen to GolemAura about the distortion. Good luck
