I've been working hard on my entries as well and rarely felt appreciated, also hated when simple (or ripped) entries got more credit. But in the end I realized you must master the fundamentals, that's what matters in getting good entry.
Getting a dynamic perspective on that car, working out the 3D & textures in a realistic manner would do 70 % of the entry. Having a blurred Fred & Dino in the back would make the other 30 %.
Right now all the elements are fighting with each other cause you can't decide where to look first, and you might choose the Dino since it's bigger and standing out.
Next time choose your main object, and make everything revolve around it. Main should be more detailed and standing out.

You may want to check this commercial http://www.youtube.com/watch?v=73M2ABDedi4 Ontopic: if there's motion blur for the car, maybe you can add some blur to the backwheel too (which is rotating, so maybe you can experiment a bit with some motion blurs from different directions to give a supposed rotated movement) . Try adding some shadows in the centre part of the wheel to give it more depth.
