I too am very curious as to how this image was achieved, and will withhold vote until further explanation.

How did you take this? It looks like you applied Zoom Radial Blur which is too much PS. So seriously, how did you take this? What did you do?

I see the C, a really wide V and a crooked X. The C (on it's back and cut just above the center) seems to be the only prominent letter in this entry.

There's a lot of noise and damage done to the photo, probably a scanned photo. I suggest Gaussian Blur and healing brush to fix the dust and scratches.

It's on theme but yes, I can tell this was a scanned photo. Use Gaussian blur to reduce a lot of the noise and healing brush to remove the scratches and dust I see. Then bump up the contrast a tad and it would greatly improve your photo.

even without a high res, this image has a lot of noise and seems a little soft.

The reason I often ask for a high res is to really be able to see the quality. The smaller photos can often look a bit soft, but when looking at them in High res I find they are really sharp and full of detail.

I don't have a problem with the photo, which is lovely, I just don't like it when we don't get a High res, so we can get a good look at the photo. What is shown here, is never the best, Photos that look great in High res, often look soft here.

It looks like there's some scratches on the original image. You can fix those with healing brush.
