I agree with Dan. The blur effect is too strong; it's ideal for a romantic mood to the image, but for a tilt-shift it's better to reduce the effect to a soft level.

Hmm... I'm not sure if you achieved the effect, because you selected and isolated the subject you wanted to be focused and blurred all the rest, when the right way to do it is to isolate a part of the middle and blurred the other parts.

It reminds me those pop-up books, full of fantastic stories... It's sweet, naïve, wonderful! GL!

I agree with Drivenslush about the brushes. But if you don't want too much layers, you can do it on only one layer, then selecting each star (or snow flake) and resizing/rotating the way you want, moving the place and applying effects as well.
