Mod, I don't think the author desaturated anything at all. I think it's the color of the hut in the background that makes it look that way, but then I may be wrong

it's basiclly talking about selective coloring which is ok in photo contests at times when specified. Though they did not say it exactly as usual "selective coloring ok" that is what is implied.

It's nice capture. Probably, by using slower shutter speed to create smoother water flow as well as wider angle lens or moving backward a bit more could take the whole waterfall shape
