Some seem to be under the impression that using "film" is an excuse for photos that aren't sharp. You can have a film shot have grain for artistic purposes (you can do that with digital too - we just call it "noise", but, you can also have crystal clear shots on film as well. You simply need to use the appropriate ISO for the lighting conditions. I could be wrong, but I think this is a digital photo (look around the hat rim or the dark areas in the arch). Probably a small area that was cropped from a much larger shot. Enlargement like that can cause this type of pixilization. Or, maybe it was film - with just too much inconsistent grain
