I played around with the source and saw this little guy, the rest was straight forward photoshopping. Background is from z287marc at Flickr. Creature is all source.

A mountain horse with the heart of a warhorse. I reworked the little guy beefing up the chest and legs, repositioning the head etc. for a more powerful, noble look with a touch of fantasy. Horse and cliff made from source...moon from flickr and cloud brushes from Obsidian Dawn.
