There are a lot of edits allowed, and straightening images and cropping is definitively allowed.
Easiest way to explain what you can do;
Just about anything that is applied to the whole image. e.g. you can desaturate by channels (remove all red, etc), but you can't desaturate part of an an image, by using masks etc.
Lately rules have also been changed to allow burn and dodge, which has of course been used in darkrooms forever.

There is a way to shoot through mesh fences so that the fence does not appear - I have used the method a number of times in crocodile enclosures and emus etc using shallow DOF and longer zoom - if it's OK to post links then you can check here:

Just thought it might be useful. The picture isn't the best for this example and you can use auto focus if you prefer to manual focus like the writer stated
